USAID Regional Resilience Workshops
2015 – 2016, Addis Ababa & Nairobi CHC facilitated a number of events in Nairobi and Addis Ababa with the USAID led Horn of Africa (HoA) Joint Planning Cell (JPC) in 2015 and 2016. The events were utilized to ascertain lessons learnt from previous resilience programmes and to develop frameworks to better integrate resilience programming across all USAID activities. In 2015 and 2016 USAID held a series of learning events on the concept of resilience. The courses expanded on the ideas of resilience as an analytical, programmatic and organizing concept. It aimed to promote communities of learning and collaboration for improved resilience programming and pro-resilience policies. The Centre for Humanitarian Change (CHC) was heavily involved in the courses, providing expert speakers, facilitating learning processes and designing and adapting frameworks. USAID defines resilience as “the ability of people, households, communities, countries and systems to mitigate, adapt to and recover from shocks and stresses in a manner that reduces chronic vulnerability and facilitates inclusive growth.” This concept may play a significant role in developing strategies for years to come as it promises to provide a solution to the cyclical nature of development and humanitarian needs. Peter Hailey, Director at CHC, was a part of the expert panel of speakers and facilitates these events. He spoke on the relationship between nutrition and resilience highlighting the systemic objectives of resilience, in a nutrition context, as being the sustainable reduction in deprivation, the promotion of inclusive social and economic growth and the sustainable reduction in vulnerability. Over a 2 year period, CHC facilitated a number of events including: Lessons learnt under the partnership for Economic Growth (PREG) programme, HoA JPC regional resilience learning event, October 2015 – HoA JPC Somalia resilience learning event. As well as providing facilitation for these events and maximizing the learning potential between partners, CHC adapted a regional framework for resilience programming for the HoA JPC and developed a resilience framework specifically for the Somalia JPC.
